Many, Many, MANY years ago, there was no way of communication other than meeting up with he other object, but Earth came up with a way to start communication across the Universe, since Sagittarius A makes radio spectral waves, Earth set up a powerful antennae and uses it to catch her waves, an in this way contacts with Sagittarius A with this signal and spreads the news all over the galaxy! This quickly advanced the Milky Way.
Expansion in the Local Group[]
Because Milky found this out, he used this information and spreaded it to his neighbors, first the Magellanic Clouds, who used many of there black holes for this because they don't know if they have a central black hole, eventually this was given to Andromeda where she spreaded this to her satellites, then Triangulum got it, Andromeda is home to the strongest connection the Local Group.
Expansion throughout the Universe[]
Eventually this spreaded outside of the Local Group where nearby galaxies started using it, then it continued spreading to where to this day galaxies are still are gaining this technology where they can talk to other galaxies within a 6 billion light year radius!
